Meeting Minutes
July 17, 2017


Present:  Ellie Czarnowski, Steve Martino, Steven Ross, Vice-Chairman Gary Smith,

Absent:  Todd Machnik, Dave Roberge (ex-officio), Donald Willis (alternate)

Guests:  None

1. Call to Order
Vice Chairman Gary Smith called the meeting to order at 5:30 PM.


2.  Approval of Minutes
Regular Meeting 17 April 2017
Ellie Czarnowski moved to accept the minutes of regular meeting of April 17, 2017. Steven Ross seconded the motion.  SO VOTED.


3.  Correspondence
Gary Smith reported on the Flood and Erosion Control Board budget status dated 6/8/17.  6.67 percent of the budget is still unspent.
 
4.  Old Business
a.  Swan Brook Outfall Repairs Update
There was nothing new to report.

b. Sheffield Brook Update
There was nothing new to report.

5.  New Business
Steven Ross reported that the Planning Commission has drafted revised modifications to the Plan of Conservation and Development – (Salt Marsh Advancement and Sea Level Rise).
The concern is the current zoning regulation has established a maximum height for building in the R-10 zone. ~The current maximum building height is 24 feet, and in order to comply with FEMA and the new elevations, one cannot construct a 1½ story house that is under 24 feet.   If property owners want to comply with FEMA, they shouldn’t have to go through two or three commissions to do that, and if someone wants to protect their property they should be allowed to do that.  These revisions to the Town’s Plan of Development would help people keep their rights to improve and protect their shorefront properties. ~~This new language will go to a public hearing on October 12 for approval.  Steven Ross will send the finalized language to the members of this Commission.

Steven Ross moved to adjourn the meeting at 5:45 PM, and Ellie Czarnowski seconded the motion.  SO VOTED.
